ALMOST LOST IN THE SYSTEM INCORPORATED WAS FOUNDED JULY 5, 2021 BY DR. HILDIAH MARTIN-SUGGS, H.C.

Ms. Martin-Suggs played a unique role in the outcome of a case in Gwinnett County. In no other office have I encountered an investigator dedicated solely to mitigation. While it seemed odd at first, I have developed a better understanding of what she does, and how it is helpful. In my 19 years of prosecution, I often found myself with only a surface understanding of any particular incident. 

It is the job of the prosecutor to pursue justice, and that can only be done with all available information. All available information absolutely includes information that would be considered to be mitigation, a fact is a fact. When dealing with young offenders it is no easy task to balance the need for societal punishment, with the need for victims to have closure, and a desire not to stigmatize and institutionalize where it would do more harm than good. 

A prosecutor can be no luckier than to have dedicated police and passionate Investigators to provide them with everything they need to make a sound decision regarding the outcome of any case. Ms. Martin-Suggs has an immeasurable passion for justice and her investigations provide information that is vital to having a full and complete understanding of the circumstances of an individual case.

I am writing to express my appreciation for Hildiah Martin-Suggs and the work she does. Our system is fortunate to have an innovator like her. Ms. Martin-Suggs is a difference-maker in the juvenile justice system. She can be the eyes and ears of the District Attorney's Office as well as for the Court.

Ms. Martin-Suggs has proven herself to earnestly investigate cases to help the Court, the District Attorney's Office, and defense attorneys determine appropriate treatment and rehabilitation for children in the justice system to ensure that justice is being served.

I have witnessed Ms. Martin-Suggs work tirelessly to fulfill her duty of achieving justice for children, and I recommend her without hesitation.

Throughout her years of service, Dr. Suggs has displayed integrity, patience, dependability, and a deep passion for community empowerment. Her presence within the Rockdale Department of Juvenile Justice had been both valuable and transformative.

I wholeheartedly recommend Dr. Hildah Suggs for any opportunity, recognition, or position she may pursue. She is an extraordinary individual whose dedication to service and uplifting others speaks volumes about her character and leadership."

I am writing in reference to Ms. Hildiah Martin-Suggs, a lady with whom I had the privilege of working with while I was employed as a Managing Assistant District Attorney in the Gwinnett County District Attorney's Office.

Danny Porter, the elected District Attorney of Gwinnett County since 1992, was approached by Ms. Martin-Suggs with a proposal to employ a "Youth Mitigation Investigator" - a position created by Ms. Martin-Suggs as a result of her own personal experience with the Georgia criminal system involving children. As a prosecutor in Juvenile Court, I realized this was a brilliant idea, as I had noticed more and more there had been an increase in cases involving children under the age of 17 who were, as Georgia law requires, charged as adults for offenses which carry the possibility of life imprisonment. 

And though our laws are make that requirement to charge a child on the front end for such an offense, the law also allows the District Attorney, or the Court itself, the ability to transfer the prosecution or sentencing of that matter to Juvenile Court, where sometimes the services available may be more appropriate for the child.

In the interest of full disclosure, there was a part of me that thought that Hildiah would simply recommend that ALL cases involving juvenile defendants be transferred to Juvenile Court for prosecution or sentencing. 

However, what I noticed in working with her was that she had no agenda whatsoever, with the exception of working towards the best interests of the child, while also balancing that consideration with the needs of our community and victims. I have known Hildiah to make a recommendation for a child to remain in Superior Court, not because the punishment there is more severe, but because she had an educated opinion about the programs offered by both the Department of Corrections and Department of Juvenile Justice. 

Oftentimes, there are programs within the DOC that are more appropriate than the limited programs offered by DJJ-and Ms. Martin-Suggs' knowledge of these specifics can help to tailor an outcome that works best for everyone. Hildiah has a drive and passion for juvenile justice that is matched by no one I have ever met. Her willingness and dedication to work for the children and for our community is a strength that would make her an incredible asset to any office looking for a progressive yet practical and fair approach to juvenile justice.

I have witnessed personally, Dr. First Lady Hildiah devote countless hours of her time,resources of her very own to help assist, save, rescue and comfort men, women, youth boys and youth girls from situations, circumstances that many of us have found ourselves in during their period and time of need! Many of us have such profound respect for Dr. First Lady Hildiah because she gives so much of herself and seems to get so little in return.
